In-Time Aviation Safety Management Systems (IASMS)

In-time, system-wide safety assurance for an airspace that is denser, more diverse, and increasingly autonomous.
As autonomy scales, safety can’t depend on periodic checks and manual oversight alone. The future National Airspace System (NAS) will be mixed, fast-moving, and software-reliant. Safety has to keep pace.
In-Time Aviation Safety Management Systems (IASMS) is a NASA-originated framework that extends traditional Safety Management Systems (SMS) into in-time assurance. It focuses on continuously understanding the health of the aviation ecosystem, assessing risk as conditions change, and supporting mitigations before issues become hazards.

IASMS builds on the philosophy of In-Time System-Wide Safety Assurance (ISSA): treating the NAS like a living system whose health must be continuously understood.

The IASMS loop

1

Monitor

Get the data, whether it is pushed to an IASMS by the things being monitored, or the IASMS retrieves it directly.
2

Assess

Reason on the data to understand the risk state of pieces of the UAS ecosystem, including services, sensors, networks, the environment, and operations.
3

Mitigate

The payoff: do something helpful to reduce risk state in time, with human-in-the-loop and/or automated actions.

What gets monitored

IASMS expands the safety picture beyond the aircraft to include the digital and physical services operations depend on, for example:

  • Communications links (C2) and network performance
  • Navigation integrity and degradation
  • Surveillance feeds and sensor health
  • Weather data quality and service performance
  • UTM and other traffic services
  • Data integrity, latency, availability, and cyber-relevant signals

Why IASMS matters

IASMS helps the NAS scale safely as operations evolve toward:
  • Routine BVLOS and higher-density operations
  • Mixed-performance airspace, crewed and uncrewed
  • More autonomy, with humans supervising from a distance
  • Stronger compliance evidence for regulators and stakeholders
  • Sustained public trust for AAM

FRAIHMWORK® is ResilienX’s IASMS platform, built to help operators and ecosystem stakeholders:

  • Monitor health, integrity, and performance across systems and services
  • Assess off-nominal conditions and evolving risk
  • Support mitigations that reduce risk state in time

“Working with ResilienX on SAFE-T showed us what true systems integration looks like. Their expertise in connecting surveillance, data fusion, and monitoring tools into a single, reliable ecosystem made our BVLOS airspace vision a reality. ResilienX is the partner any organization should choose for complex, high-stakes projects.”

– Craig Mahaney, CEO, meerir

“As a leader in drone delivery, DroneUp recognizes the need to monitor the health, integrity, and performance of the Associated Elements in our UAS operations. We chose the ResilienX FRAIMWORK solution to ensure our systems are performing in accordance with our safety case and federal regulations.”

[Media Coverage] In-Time Aviation Safety Management Systems (IASMS): preparing the NAS for emerging aviation

Autonomy Global recently published a feature exploring In-Time Aviation Safety Management Systems (IASMS), a NASA-originated framework designed to keep the National Airspace System (NAS) safe as operations become denser, more automated, and increasingly mixed, crewed and uncrewed.

The article frames IASMS as a shift from periodic, human-centered oversight to a continuously aware safety ecosystem, one that can spot weak signals early, understand impact, and support mitigations fast enough for high-tempo operations.
